Admin icons missing and admin links not working

When i access the admin page all of the icons are missing. I tried some of the admin links in the bloadmin block and those are not working. For the record this is a new install and the admin icons have always been missing. here is what the error log is reporting.

Im at a loss and I cant find any other problems in the forums like this. already checked to make sure everything was uploaded correctly and as far as i can tell it has. also everything else works correctly no problems except for admin functions.

It appears that your host is paranoid beyond reason Laughing

If your host actually has disabled dir() and getenv() then you won't be able to use any type CMS
